FZFW:The Skull (Anime)

The Skull is the pilot of the Sonic Phantom, and is a member of Dark Million.
As a practitioner of black magic, the Skull is often required for casting curses upon Dark Million’s enemies; notably, Ryu Suzaku, Captain Falcon, and Jody Summer have been his victims.

The Skull first appeared in Lap 8 - Miss Killer Puzzle, as a hooded shadowy figure besides Miss Killer in Black Shadow's thrown room. Tasked with casting a hex on Ryu Suzaku after obtaining strands of his hair, it was then up to Miss Killer to pose as a defector of Dark Million named 'Sofia.' Once Ryu had met with Sofia, the Skull worked his magic, only requiring Ryu to say Haruka's name to complete the spell.
However, as Miss Killer took the moment as an opportunity to kill Ryu, she was distracted by the glimmer of an engagement ring in the moonlight, and both Miss Killer and the Skull are scolded by Black Shadow for their failure.

The Skull has also appeared in other episodes in the year 2202, usually as a typical Dark Million henchman.
He did, however, cast a curse upon Jody Summer in order to attack the Blue Falcon during Lap 23. The Skull would end up losing the race to Ryu Suzaku using the Boost Fire technique.
The Skull was also present as part of Dark Million's usual henchmen alongside Baba, Octoman, and Bio Rex, all contemplating if they should bail out. They were not given much time to reconsider, as the Elite Mobile Task Force's machines plowed their way through theirs.

The Skull was seen alongside the other Dark Million henchmen, but expressed dismay with Baba upon seeing Zoda enter the new Grand Prix.
F-Zero GP Legend (GBA game)
In the F-Zero GP Legend GBA game, The Skull is a playable character with his machine, the Sonic Phantom. He makes a small appearance as one of the members of Dark Million, seen in Black Shadow's story mode.
